The Berbera Municipal Authority BMA is fully committed to contributing to the transformation of Berbera into a globally competitive and prosperous city. The Department of Public Works and Housing is in charge of managing, building and rehabilitating the infrastructures= of the city in an effective and efficient way. The Department of Public Works has always been the custodian authority of infrastructure, buildings, highways and roads, land plots and spaces. The department is furthermore responsible for the delivery and support of services, and where necessary, regulating business-related private matters with the BMA.
The Department is dedicated to providing public services of an impartial, high-quality and time-efficient nature to all its internal and external stakeholders. To achieve this, the Department of Public Work and Housing must be responsive to the needs of Ministries, Commissions, other government agencies, as well as the needs of the private sector. To this end, the department will continue to adopt and promote best practices in the development and upgrading of the city’s infrastructure, encourage innovation and provide advanced technology
In order to fulfill and implement all the aforementioned goals and strategies, the department of Public work and housing requires its personnel or staff to be highly qualified, competitive and highly skilled in the field of Civil Engineering. This department is therefore looking for an expert and qualified surveyor Engineer for the purpose of capacity-building and training of the municipality’s civil engineers.

Duration of assignment: Maximum of three months
Objectives of Assignment
The main objective of this assignment is capacity-building, improving the surveying skills and knowledge of engineers, so that they are able to understand the measurement techniques and equipment used in land surveying.
Output/Deliverables
- The municipality’s engineers gain a basic understanding of the principles of surveying equipments/tools (Total station, auto level and GIS),their application and usage.
- The engineers are able to use techniques, skills and modern engineering tools necessary for engineering practices.
- The engineers gain skills necessary to measure differences in elevation, draw and utilize contour plots, and calculate volumes of earthwork.

Responsibilities and Accountabilities
- Explaining and teaching surveying equipment (auto level, total station and GPS), their application and suitability for the different surveying tasks
- Teaching setting out of the surveying equipment and the staff reading
- Setting out benchmarks
- Finding coordinates
- Measuring horizontal and vertical distances
- Function as a member of a survey party in completing the assigned fieldwork.

Education and Experience
- At least a Bachelors Degree in Surveying or civil engineering
- Minimum of 10 years experience in Land Survey.
- Minimum of 5 years experience in use of computer aided surveying software, AutoCad and equipment such as Total Station, GIS and processing of Survey data into reports
- At least seven (7) years of relevant experience in network system engineering, maintenance, development or proven ability to meet the demands of the position.
