Mission of the Ministry;

Position Information
- Duration of assignment: 3 months
Objectives of Assignment
The overall objective of the position is to undertake a capacity building and skill training with the Ministry’s key staff, as well as contributing to the strategic achievement of the Ministry through skills transfer.
Output/Deliverables
- Carry-out trainings and capacity building and institutional developed for MoJ FGS and FMS
- Enhance the sectors performance through increased access to justice to the vulnerable members of the community through improved staff capacity
- Contribute Ministry of Justice Office on the overall implementation of the program including reporting on progress vis-a-vis planned activities and expected outputs, and making specific recommendations as required.
- Develop necessary training modules for future use.
Responsibilities and Accountabilities
- To mentor and advise the Somali judiciary authorities and law enforcement agencies to improve their skills and entrench relevant training received into their everyday working practices.
- To build strong working relationships with justice system actors in Somalia and other key stakeholders (including international stakeholders, other EU bodies, UN organizations, countries involved in bilateral activities) focused on crimes at sea.
- To strengthen the Criminal Justice Chain and facilitate police-prosecutor co-operation, to enhance the cooperation and coordination in the conduct of (maritime) criminal investigations and prosecution between law enforcement agencies, prosecutors and courts though advising, e.g., on sustainable legal training for law enforcement, judicial institutions and other authorities, including the development, organization and conduct of specialized and integrated courses based on a Train to Trainer approach;
- To contribute to Somalia Human Rights and Gender activities through in-depth training
- To advise regarding identified host state needs related to Law enforcement capacity and recommend appropriate support by the Mission.
- To support host state authorities as directed by the Director General including mentoring and advising.

Education and Experience
Qualifications:
Required: To qualify for this position, applicants must possess ALL the requirements below:
- The applicant must be a fluent Somali speaker, as well as proficient in reading and writing English.
Preferred: The successful applicant should also have:
- Ability to function effectively in an international, multi-cultural environment.
- Excellent interpersonal and management skills.
- Ability to communicate effectively orally and in writing.
- Extensive prosecution experience.
- Experience in bar activities, teaching, designing course curricula, and/or work with international development programs; and
- Experience in developing and litigating federal criminal cases involving international extradition and mutual legal assistance
Education:
- Master’s degree in law and or a relevant social science.
Experience:
- At least 10 years of relevant professional experience, including at least five years in a senior position in an international development role in judicial or law reform.
- Experience of sector wide approaches to justice reform, including experience working with all the major actors is required.
- Understanding of protocol and processes related to cultural norms of driving change processes with judges, lawyers, police, and prison officials.
