Position Information
- Duration of assignment: 3 months
Objectives of Assignment
The Ministry of Justice Somalia is working with development partners and government agencies in the justice sector to develop a more strategic and coordinated approach to justice reform. The Ministry of Justice seeks Justice Sector Capacity Building Advisor to support the Ministry of Justice. With support from IOM’s CD4D the MoJ aims to develop rule of law, reform the judiciary, and improve the legal operating environment. The incumbent Somali Diaspora will contribute to activities will contribute to locally led development and self-reliance.
Output/Deliverables
The Justice Sector Advisor’s primary responsibilities are aimed at leading MoJ’s support for enhancing legal and judicial professionalism by strengthening institutions through partnership development, training for judicial and legal professionals, development of train-the-trainers programs, and support for legal aid. Furthermore, the incumbent will be responsible for mentoring staff, further developing training modules on specific access to justice and undertaking in-depth training on specified justice related themes.
Responsibilities and Accountabilities
- Contribute to the Ministry mandate attainment through development of specific training and capacity justice needs
- Work with the Ministry of justice leadership to identify areas of needs for knowledge enhancement and capacity building
- Advise and provide necessary skills for MoJ legal and access to Justice staff
- Enhance the gender-access to justice through providing training and capacity related knowledge to enhance access to justice for vulnerable members of the community
- Carry out justice trainings for the Federal members state institutions
Competencies
- Promotes knowledge management and a learning environment in the office through leadership and personal example,
- Excellent knowledge of capacity building theory and the application of methodology,
- Good understanding of capacity assessment methodologies, excellent ability to identify significant capacity building opportunities
- Ability to demonstrate national capacity building (mastery of the tools and their application).
- Ability to implement new systems and affect staff behavioral/attitude change
Education and Experience
Qualifications:
Required: To qualify for this position, applicants must possess ALL the requirements below:
- The applicant must be a fluent Somali speaker, as well as proficient in reading and writing English.
Preferred: The successful applicant should also have:
- Ability to function effectively in an international, multi-cultural environment.
- Excellent interpersonal and management skills.
- Ability to communicate effectively orally and in writing.
- Extensive prosecution experience.
- Experience in bar activities, teaching, designing course curricula, and/or work with international development programs; and
- Experience in developing and litigating federal criminal cases involving international extradition and mutual legal assistance
Education:
- Master’s degree in law and or a relevant social science.
Experience:
- At least 10 years of relevant professional experience, including at least five years in a senior position in an international development role in judicial or law reform.
- Experience of sector wide approaches to justice reform, including experience working with all the major actors is required.
- Understanding of protocol and processes related to cultural norms of driving change processes with judges, lawyers, police, and prison officials.
Language Requirements
Fluent in Written and Spoken English and Somali. Working understanding of Arabic is desirable.
